The Rock is currently focused on his movie project, which is why he’s not wrestling due to injury concerns. Although WWE hasn’t said this directly, it’s clear they don’t want him to wrestle at WrestleMania, even though fans are excited about it.
Instead, it looks like The Rock found another way to keep fans happy by being part of the storyline. He believes that even without wrestling, his attachment is powerful enough to create excitement and build the story.
The Rock recently had a segment with Cody Rhodes on WWE SmackDown, where he gave a long 25-minute promo demanding the soul of the Undisputed Champion. Then, in a post-press conference, he mentioned indirectly that he won’t be wrestling for now but will still be involved in WWE storylines to make an impact.
He made it clear that a match with Cody is not necessary. He explained, “What I love about the character of the Final Boss and Cody Rhodes is it’s not about the title; it never has to culminate in a match.”

He added, “I think to have a storyline and two characters that are very popular, to never have to get in the ring for a match, and have this compelling and off-putting thing ‘he wants his soul’, what does that mean? I loved every moment.”
This means The Rock will still be part of WWE’s storyline, but he won’t be wrestling. Even though some fans may be disappointed, at least The Final Boss will be involved in some way. It’s better than having no Rock at all at WrestleMania 41.
The Rock Will Next Appear at Elimination Chamber

During his promo, The Rock said he wants Cody Rhodes’ soul, leaving everyone puzzled and curious. He gave Cody some time until the Elimination Chamber to respond. The Rock also mentioned he would be heading to Toronto to get an answer from the Undisputed WWE Champion.
